Columbia Parks and Recreation Department Columbia Parks and Recreation Department is working to reduce storm water runoff to Hinkson Creek by building the 3M Flat Branch – Hinkson Creek Wetland Cells which filter pollutants from runoff and collect rainwater for reuse as irrigation water. This project has been instrumental in increasing Hinkson Creek water quality by decreasing pollution levels and also reducing flooding in the neighborhoods around Columbia.
